How Ontario Online Poker Regulation Works

Ontario's online poker regulation operates through a layered system involving the AGCO and iGaming Ontario.

The Regulatory Structure

  • AGCO (Alcohol and Gaming Commission of Ontario): The regulator that sets standards, issues registrations, and enforces compliance.
  • iGaming Ontario (iGO): A subsidiary of the AGCO that serves as the "conduct and manage" entity. Operators enter into operating agreements with iGO.

Operator Requirements

To offer online poker in Ontario, an operator must register with the AGCO and execute an operating agreement with iGO. The operator must comply with the Registrar's Standards for Internet Gaming, which cover responsible gambling, advertising, player verification, and fund management.

Revenue Sharing

Operators share a portion of their gaming revenue with iGO under their operating agreements. This funds the regulatory framework and contributes to Ontario's public finances.
